About Us
Follow along the journey and growth of ATSI

Aqua-Terr Systems, Inc. was founded by Jim Wiggins in 1992 as a partnership with Dr. Elizabeth Binney in Sedro-Woolley and later moved to Bellingham. Jim, a lifelong advocate for ecological science, received his Masters degree from Western Washington University with an emphasis in terrestrial, marine and freshwater ecology and water quality.

After nearly three decades of leadership under founder Jim Wiggins, senior biologist Karla Gallina took ownership of ATSI in 2016. A Certified Wetland Scientist with deep roots in Pacific Northwest ecology, Karla brought a fresh perspective and modernized approach to environmental consulting.
Under her guidance, ATSI has expanded its team, doubled in size, and strengthened its reputation for scientific integrity and practical, solutions-driven permitting. Today, Karla continues to champion a collaborative, forward-thinking culture that blends field expertise with innovation — ensuring ATSI remains a trusted leader in environmental and biological consulting across the region.
